The existing rules of ethical conduct are not properly implemented due to the failure of managers to exercise their powers to hold violators of such rules liable.

1 The annual report on the findings of the monitoring by the National Agency of the effectiveness of efforts to hold accountable the Parliament Members of Ukraine, members of local councils, and elected officials of local self-government bodies for violations of rules of ethical conduct has been made public (with recommendations on ways to improve the legislation and/or practices of its enforcement). 50%

c) more than 25 percent of experts on the formulation and implementation of the anticorruption policy evaluate the quality of implementation of measures involving the prosecution of the liable entities as high or very high (3 percent).
