Expert monitoring of the implementation of the State Anti-Corruption Program (hereinafter – SAP) was carried out for the period from 4 March 2023 to 15 November 2023. The monitoring focused on 121 anti-corruption measures that were to be launched within the timeframes set by the Programme.
The evaluation covered measures in the following priority areas of SAP: «Urban Planning», «Land Relations», «Cultural Heritage», «Infrastructure», «Education and Science», «Healthcare», and «Social Protection».

The project was implemented with the support of the European Union Anti-Corruption Initiative (EUACI) – the leading anti-corruption programme in Ukraine, funded by the European Union and co-financed and implemented by the Ministry of Foreign Affairs of Denmark.

The evaluation covered measures in the following priority areas of the Programme: Urban Planning, Land Relations, Cultural Heritage, Infrastructure, Education and Science, Healthcare, and Social Protection.

The team of the analytical centre StateWatch, with the involvement of the anti-corruption centre «Mezha», assessed the completeness and timeliness of the implementation of SAP measures in the defence sector and developed practical recommendations for state authorities responsible for their implementation. In the course of the independent civil society monitoring, 33 measures within four problem areas were analysed, with implementation deadlines set for March 2024.

The monitoring was conducted as part of a support programme of the Defence Adviser at the British Embassy in Ukraine, implemented by the EDGE Foundation and StateWatch.

The Anti-Corruption Strategy for 2021–2025 and the State Anti-Corruption Program for 2023–2025 identified key problems and priority areas for reform in the field of land relations. The analysis covers the assessment of task implementation, progress achieved, and existing obstacles to the implementation of anti-corruption measures in the land sector as of the end of 2024.

This analysis was conducted within the framework of the project «Land Without Corruption», implemented by MORIS Law Firm with the support of the American people through the USAID Agriculture Growing Rural Opportunities (AGRO) Activity.

The study focuses on analyzing the implementation of anti-corruption policy in Ukraine in the field of land relations, particularly assessing the progress of measures under the current State Anti-Corruption Program. It examines the effectiveness of institutional mechanisms and the barriers that hinder transparent governance and sustainable reform implementation. The study proposes policy directions in the land sector for the 2026–2030 State Anti-Corruption Program in the context of European integration.
