The measure is aimed at achieving ESR:
1.3.4.1. The rules of ethical conduct of members of the Parliament of Ukraine, members of local councils, and elected local self-government officials have been established at the legislative level with the implementation of mechanisms of holding violators liable; members of the Parliament of Ukraine, members of local councils, and elected local self-government officials are familiar with the rules of ethical conduct
Problem solving:
1.3.4. There are no legislative standards for ethical conduct of MPs, members of local councils, and elected local self-government officials. The existing rules of ethical conduct are not properly implemented due to the failure of managers to exercise their powers to hold violators of such rules liable.

Проект Закону України “Про внесення змін до деяких законодавчих актів України щодо правил етичної поведінки народних депутатів України (Етичного кодексу)” (реєстраційний номер 8327 від 30 грудня 2022 р.) знаходиться на розгляді Комітету Верховної Ради України з питань Регламенту, депутатської етики та організації роботи Верховної Ради України. 10.03.2026 надано доопрацьований законопроект на заміну.
Голова Національного агентства 28.04.2026 взяв участь у засіданні Комітету Верховної Ради України з питань інтеграції України до Європейського Союзу, предметом розгляду якого був проект Закону реєстр. № 8327 (доопрацьований).
07.04.2026 надано висновок Комітету про розгляд зазначеного проекту Закону України, згідно з яким його рекомендовано прийняти за основу.
З огляду на дії, спрямовані на супроводження відповідного законопроекту (взято участь у засіданні Комітету Верховної Ради України), водночас у зв’язку з недосягненням показника (індикатора) виконання (законопроект не підписано Президентом України), відповідний захід не може вважатись таким, що виконаний повністю.
