The rules of ethical conduct of members of the Parliament of Ukraine, members of local councils, and elected local self-government officials have been established at the legislative level with the implementation of mechanisms of holding violators liable; members of the Parliament of Ukraine, members of local councils, and elected local self-government officials are familiar with the rules of ethical conduct
Problem solving:
1.3.4. There are no legislative standards for ethical conduct of MPs, members of local councils, and elected local self-government officials. The existing rules of ethical conduct are not properly implemented due to the failure of managers to exercise their powers to hold violators of such rules liable.

According to the National Agency on Corruption Prevention, "on October 20, 2023, the results of a survey that is part of an analytical study on the corruption prevention and compliance with the rules of ethical behavior in local governments were presented. The survey involved 679 representatives of urban, rural and settlement territorial communities, which covers almost half of the territorial communities of Ukraine.
By the end of the reporting period, the analytical study was completed." The text of the Analytical Study on Compliance with Ethical Standards by People's Representatives, Elected Officials, and Officials of Local Self-Government Bodies will be added in the first quarter of 2024.
