Drafting and submitting to the Cabinet of Ministers of Ukraine a draft law proposing to define:
1) the rules to be followed by officials of government agencies and local self-government bodies in interacting with stakeholders and agents of influence (lobbyists);
2) transparent mechanisms for influencing officials of government agencies and local self-government bodies;
3) mechanisms used to control lobbying activities and the agency authorized to exercise such control;
4) liability of the parties to lobbyist relationships for violation of rules governing their interaction and transparency of the lobbying process

The measure is aimed at achieving ESR:
1.3.3.1. Owing to regulatory and legal regulation, the activities of agents influence (lobbying) are carried out within the legal framework and have become understandable and transparent for the whole society

The National Agency on Corruption Prevention has developed Draft Laws On Amendments to the Code of Ukraine on Administrative Offences on Violation of Legislation in the Area of Lobbying and On Fair Lobbying and Advocacy in Ukraine.
Public discussions of the respective draft laws were held on November 10 and 23, 2023. The Draft Laws were sent to the Cabinet of Ministers of Ukraine by letter dated December 01, 2023 No. 27-02/29325-23. By letter dated December 08, 2023, No. 31651/0/2-23, the Secretariat of the Cabinet of Ministers of Ukraine returned the Draft Laws. The Draft Laws were resubmitted to the Cabinet of Ministers of Ukraine by letter dated December 11, 2023 No. 27-02/30801-23.
On December 13, 2023, the Draft Law was received by the Verkhovna Rada of Ukraine.
The Law of Ukraine On Lobbying (hereinafter referred to as the Law of February 23, 2024 No. 3606-IX) was adopted on February 23, 2024.
On March 12, 2024, the President of Ukraine signed the Law of February 23, 2024 No. 3606-IX.
