According to the Ministry of Justice of Ukraine, as of December 31, 2023, “financial and economic calculations of needs (specifically by developing a feasibility study of the creation or modernization of IT systems) required for implementation of the activities planned for 2024 and 2025 and the needs that require additional funding (specifically activities aimed at creating or modernizing IT systems and/or electronic communication networks, information technology development tools, and information resources) were made.”
The Ministry of Justice of Ukraine, by letter No. 132880/47824-26-23/35.1 of October 10, 2023 with an addition to letter No. 147791/174814-11-23/35.1 of November 10, 2023, submitted proposals to the Ministry of Digital Transformation of Ukraine on individual tasks, projects, information technology development works for 2024–2026, which require resource support to customers for the implementation of programs, projects, information technology development works for which no funding is provided for the budget year of 2024, with a feasibility study of information technology development tasks (projects) with a detailed calculation of their cost and preliminary expert opinions of the indicative state customer of the task (project) of the National Information Technology Development Program within the framework of the following registers:
- the State Register of Property Rights to Real Estate,
- the State Register of Civil Status Acts,
- the Unified State Register of Legal Entities, Private Entrepreneurs and Public Associations,
- the Unified Register of Convicts and Persons Taken into Custody;
as well as the following tasks (projects):
- Implementation of a modern telephone communication system within the staff,
- Modernization of automated workplaces of the staff of the Ministry of Justice of Ukraine,
- Services for the acquisition of licenses for the Oracle database management system,
- Creating a comprehensive information security system in the information and communication system of the staff of the Ministry of Justice of Ukraine.
In addition, the Ministry of Justice of Ukraine remains a co-implementer of the measures 1.4.2.2.2 and 2.4.3.1.7 of the State Anti-Corruption Program and, if necessary, should be involved in providing relevant proposals to the lead implementer on financial and economic calculations and development of the feasibility study.
