According to the Ministry of Justice of Ukraine, as of December 31, 2023, "financial and economic calculations of the needs (including a feasibility study for the creation or modernisation of information technology) required for the implementation of activities planned for 2024 and 2025 and the needs requiring additional funding (specifically the activities aimed at creating or modernising IT systems and/or electronic communication networks, information technology development tools and information resources) were performed.
The Ministry of Justice of Ukraine by letter dated October 10, 2023 No. 132880/47824-26-23/35.1 with an addition to the letter dated November 10, 2023 No. 147791/174814-11-23/35.1 submitted to the Ministry of Digital Transformation of Ukraine proposals for certain tasks, projects, works on information technology development for 2024-2026 that require resource support to customers for the implementation of programmes, projects, works on information technology development for which no funding is provided for the budget year 2024, with a feasibility study of information technology development tasks (projects) with a detailed calculation of their cost and preliminary expert opinions of the potentional state customer of the task (project) of the National Information Technology Development Program regarding the following registers: the State Register of Real Rights to Immovable Property, the State Register of Vital Records of Citizens, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations, the Unified Register of Convicts and Persons in Custody; as well as the following tasks (projects): "Implementation of a modern telephone system in the office", "Modernisation of automated workplaces of the staff of the Ministry of Justice of Ukraine", "Services for the acquisition of licences for the Oracle database management system", "Creation of a comprehensive information security system in the information and communication system of the Ministry of Justice of Ukraine".
In addition, the Ministry of Justice of Ukraine remains a co-implementer of measures 1.4.2.2.2 and 2.4.3.1.7 of the SACP and, if necessary, should be involved in providing relevant proposals to the main implementer on financial and economic calculations and development of a feasibility study.
