Performing financial and economic calculations of needs (specifically by developing a feasibility study of the creation or modernization of IT systems) required for implementation of the activities planned for 2024 and 2025 and the needs that require additional funding (specifically activities aimed at creating or modernizing IT systems and/or electronic communication networks, information technology development tools, and information resources), particularly during the formulation of budget proposals for 2024 and 2025 (financial and economic calculations must be performed and feasibility studies developed for the following activities: 1.4.2.2.2, 1.4.2.2.4, 1.5.3.1.6, 2.2.3.1.1, 2.2.3.1.2, 2.2.3.1.3, 2.2.3.1.4, 2.2.3.3.3, 2.2.3.3.4, 2.2.3.3.5, 2.4.2.3.5, 2.4.3.1.7––2.4.3.1.10, 2.5.1.1.1, 2.5.1.1.2, 2.5.1.2.2—2.5.1.4.2, 2.5.4.3.2––2.5.4.3.5, 2.5.10.2.5, 2.5.10.2.6, 2.5.10.3.2, 2.5.10.3.3, 2.5.10.3.5, 2.6.4.1.2, 2.7.3.4.9, 2.7.5.2.2, 2.7.7.1.4, 3.3.2.3.4, 3.3.3.8.3)

According to the National Police of Ukraine, as of 31.12.2023, "in accordance with subparagraph 1.1.1.5.4 of paragraph 3 of Annex 4 to the Anti-Corruption Programme and the requirements of the Law of Ukraine "On the National Informatisation Programme" regarding the formation and implementation of tasks, programmes, projects, works on informatisation as part of the National Informatisation Programme, the National Police of Ukraine ensured the identification of the needs of the interested structural units of the central police administration, summarised and sent to the Ministry of Internal Affairs of Ukraine (letters dated 29.11.2023 No. CED-8795-2023 and 11.12.2023 No. CED-14273-2023) proposals for individual tasks of projects, works on informatisation for 2024-2026, which provide detailed information with financial and economic calculations of areas requiring additional funding, in particular, a feasibility study for the creation or modernisation of information systems and/or electronic communication networks, information tools and information resources."
However, the National Police of Ukraine remains a co-implementer of the measures 3.3.2.3.4 and 3.3.3.8.3 of the SAP and, if necessary, should be involved in providing relevant proposals to the lead executor on financial and economic calculations and development of the feasibility study.
