Implementing status

Progress/Result of implementation:

The National Agency on Corruption Prevention has developed a Practical Guide on Working with Whistleblowers, which establishes a clear algorithm of actions for authorized departments (persons) in working with whistleblowers to ensure compliance with their rights and protection guarantees as stipulated by law, as well as providing recommendations on existing limitations in the area of professional ethics for authorized persons regarding whistleblowers.

The guide is structured from general to specific, i.e., from explaining the general aspects of organizing work for authorized departments (persons) with whistleblowers to addressing specific issues related to working with whistleblowers and their reports.

Based on this guide, corresponding informational and educational materials have been created for training courses for judges, prosecutors, police officers, employees of the State Bureau of Investigations, lawyers providing free secondary legal aid, and employees of centers for providing free secondary legal aid on whistleblower legal protection.

Additionally, from September to December 2023, the Coordination Center for Legal Aid reached agreements with partners of the USAID project “Support for Anti-Corruption Organizations in Ukraine ‘Interaction’” to update previously developed materials and prepare new training program materials for lawyers providing free secondary legal assistance to whistleblowers, including adding a block on current issues for lawyers at centers for providing free secondary legal aid.

As of June 30, 2024:

- a training program for prosecutors titled “The Role of Whistleblowers in Preventing Corruption and Their Legal Protection” has been developed;

- educational materials on corruption prevention and detection have been consolidated in the Practical Guide on Working with Whistleblowers for authorized departments (persons).
