1.1.1.5.4 (26). Implementing status

Progress/Result of implementation:

According to the State Regulatory Service of Ukraine (SRS):

“1). The SRS contacted relevant companies to collect price proposals for the development of terms of reference, user interface prototypes and a feasibility study for the creation of the Unified Information System “Regulatory Portal” (indicating the calculation of the estimated cost of the work). The SRS received and processed six such commercial offers in accordance with the established procedure.

2). The SRS sent proposals to the Ministry of Digital Transformation for the National Information Technology Development Program for 2024–2026 (SRS letter No. 1513/20-23 of April 21, 2023) in order to effectively plan the implementation of digital products specified in the State Anti-Corruption Program for 2023–2025, for which no funding was provided for the 2024 budget year (together with a feasibility study on the informatization task (project)).

3) In July 2023, the SRS held an open tender with the following features – “Consulting services on systems and technical issues (services for the development of terms of reference and prototypes of the user interface of the Regulatory Portal Unified Information System)”; the winner was determined, and the contract was concluded on August 7, 2023.

4) On October 5, 2023, the contractor submitted to the SRS terms of reference and prototypes of the user interface of the Unified Information System “Regulatory Portal”.

On November 2, 2023, following the execution of Agreement No. 87 dated August 7, 2023, the SRS signed a certificate of services rendered. In particular, the SRS received the terms of reference, prototypes of the Regulatory Portal user interface and a feasibility study.

The software development is expected to be funded by the “EU4Business: SME Policies & Institutions Support (SMEPIS)” in 2024.
