1.1.1.5.4.(28). Within the framework of the measure 1.1.1.5.4. (28), the National Health Service of Ukraine is a co-implementer of the measure 2.7.3.4.9. of the State Anti-Corruption Programme and the Ministry of Health of Ukraine is the main implementer of the measure. "The National Health Service of Ukraine is preparing budget requests for 2024 and 2025 in accordance with the requirements of the current legislation. At the same time, financial and economic calculations and development of a feasibility study for measure 2.7.3.4.9 will be possible after the detailed terms of reference for the implementation of this measure (measure 2.7.3.4.7) are developed." As of December 31, 2023 the Ministry of Health of Ukraine did not ask the National Health Service of Ukraine to submit proposals for financial and economic calculations of needs (specifically by developing a feasibility study of the creation or modernization of IT systems) required for implementation of the activities planned for 2024 and 2025 and the needs that require additional funding (specifically activities aimed at creating or modernizing IT systems and/or electronic communication networks, information technology development tools, and information resources), particularly during the formulation of budget proposals for 2024 and 2025.

Meanwhile, the National Health Service of Ukraine remains a co-implementer of measure 2.7.3.4.9. of the SACP and, if necessary, should be involved in providing relevant proposals to the main implementer on financial and economic calculations and development of the feasibility study.
