The Fund for Social Protection of Persons with Disabilities is a non-profit budgetary institution whose activities are directed, coordinated and controlled by the Ministry of Social Policy of Ukraine. Within the framework of the measure 1.1.1.5.4.(29) of the SACP, it is a co-implementer of measure 2.7.3.4.9. and the main implementer of this measure is the Ministry of Health of Ukraine. As of December 31, 2023 the Ministry of Health of Ukraine did not apply to the Fund to provide proposals for financial and economic calculations of needs (specifically by developing a feasibility study of the creation or modernization of IT systems) required for implementation of the activities planned for 2024 and 2025 and the needs that require additional funding (specifically activities aimed at creating or modernizing IT systems and/or electronic communication networks, information technology development tools, and information resources), particularly during the formulation of budget proposals for 2024 and 2025.
Meanwhile, the Fund remains a co-implementer of the measure 2.7.3.4.9 of the SACP and, if necessary, should be involved in providing relevant proposals to the main implementer on financial and economic calculations and development of the feasibility study.
