1.1.3.3.5 (10). Drafting and submitting to the Cabinet of Ministers of Ukraine the draft laws on improvement of sectoral legislation governing social relations in the sectors indicated in Section 3 of the Anticorruption Strategy, based on the findings of legal monitoring, analytical studies indicated in subclause 1.1.3.3.3, and/or the findings of anticorruption expert examinations of normative legal acts currently in effect conducted as part of the activity indicated in subclause 1.1.3.3.4

The measure is aimed at achieving ESR:
1.1.3.3. Conflicts, gaps, and other factors fostering corruption, which contribute to ambiguous interpretation and violation of the principle of legal certainty as well as corruption risks have been eliminated in the domain of anticorruption efforts and in the priority sectors identified in Section 3 of the Anticorruption Strategy

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

Міністерство охорони здоров’я України повідомляє, що на виконання заходу, з урахуванням проведеного НАЗК аналітичного дослідження «Топ-10 корупційних ризиків медико-соціальної експертизи щодо встановлення інвалідності», з метою усунення корупційних ризиків та удосконалення процесів оцінювання повсякденного функціонування особи:
- розроблено та подано на розгляд проєкт Закону України «Про внесення змін до деяких Законів України щодо впровадження оцінювання повсякденного
функціонування особи», який в подальшому зареєстрований у Верховній Раді України від 04.11.2024 №12178 та підписаний Президентом України;
- розроблено та прийнято постанову Кабінету Міністрів України № 1338 «Деякі питання запровадження оцінювання повсякденного функціонування особи» від 15.11.2024, що запровадила відмову від системи МСЕК із переходом до оцінювання повсякденного функціонування особи, до якої протягом 2025 року п'ять разів вносились зміни для покращення процесів на основі отриманого зворотного зв'язку від медичної спільноти та громадськості;
- розроблено та забезпечено ухвалення змін до 32 законів та кодексів України, більше 120 постанов Кабінету Міністрів України та десятків наказів МОЗ.
З огляду на надану МОЗ інформацію, що свідчить про досягнення показника виконання заходу, можемо констатувати повне його виконання.
