The measure is aimed at achieving ESR:
2.1.2.1. The High Qualification Commission of Judges of Ukraine, the High Council of Justice, together with the bodies involved in the assessment, judicial self-government bodies and the public have developed and implemented clear and predictable criteria (indicators) of integrity and professional ethics for the qualification assessment of judges and selection of new judges
Problem solving:
2.1.2. Procedures for qualification evaluation of judges and competitive selection procedures need to be improved and clear and predictable criteria (indicators) of integrity and professional ethics should be developed. Integrity and professional ethics as standard requirements for judges are not sufficiently implemented in practice, and the evaluation of conformity to these requirements is not always transparent and predictable

За інформацією, наданою Вищою радою правосуддя, рішенням ВРП від 08.02.2024 № 375/0/15-24 створено робочу групу з розроблення Єдиних показників для оцінки доброчесності та професійної етики судді (кандидата на посаду судді).
Станом на 31.03.2024 робочою групою розроблено проект Єдиних показників для оцінки доброчесності та професійної етики судді (кандидата на посаду судді), який перебуває на стадії доопрацювання. Під час засідань робочої групи з розроблення Єдиних показників для оцінки доброчесності та професійної етики судді (кандидата на посаду судді) використовувалися висновки та звіти підготовлені експертами Програми USAID «Справедливість для всіх» «Суддівська доброчесність і професійна етика: стандарти і практика оцінювання», аналітичний звіт «Дослідження категорії «Доброчесність» в контексті добору та кваліфікаційного оцінювання суддів, а також звіт підготовлений експертом Проекту Ради Європи «Підтримка судової влади в Україні в умовах війни та післявоєнного з аналізом стану практики Вищої ради правосуддя щодо оцінки поведінки судді/кандидата на посаду судді на відповідність вимогам доброчесності та професійної етики.
Водночас, показник виконання заходу 2.1.2.1.5 передбачає не лише розроблення проект єдиних критеріїв для оцінки доброчесності та професійної етики судді та критерію (індикатора) доброчесності (кандидата на посаду судді), але і оприлюднення зазначеного проекту.
З огляду на сплив строку виконання заходу, а також те, що проект єдиних індикаторів не було оприлюднено протягом січня - березня 2024 року, у межах щоквартального моніторингу стану виконання заходів за І квартал 2024 року вимушені констатувати, що захід було виконано частково.
