2.7.1.1.2.
Development and approval of a technical task for functions of medical supplies and products electronic management system to ensure the following:
1) planning of needs, procurement and monitoring the delivery of goods in all stages;
2) performance of distribution and re-distribution of goods;
3) accounting and inventory of goods with indication of parameters;
4) goods monitoring (automation of operational reporting on goods availability in storages), inventory management with consideration of due distribution practice;
5) development of reporting documentation on goods availability and turnover in the storages and medical facilities, Pes with licenses to perform medical economic activities;
6) managing the goods stock with consideration of requirements, established by laws;
7) performance of electronic documentation turnover on goods accounting and distribution;
8) electronic accounting of targeted disposal of goods;
9) automated publication of the system data in the open data format.

2.7.1.1. Procurement of medications and medical devices at the expense of the state and local budgets is carried out on a professional basis by centralized procurement organizations under transparent and detailed procedures in accordance with objective needs based on the quality and evidence of effectiveness of such products and devices. If necessary, specialized international organizations are also involved in centralized procurement

Patients and doctors do not receive medications and medical devices in a timely manner and in full, in particular due to the incomplete transition to the new system of organization and control of medical procurement, and the incomplete regulation of the processes of identifying the needs for and accounting of medications

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

На виконання заходу передбаченого п. 2.7.1.1.2 Державної антикорупційної програми на 2023-2025 роки, Міністерством охорони здоров'я України, повідомлено, що: "1. Потреба - Модуль розроблений та введений в експлуатацію. Функціонал включає збір, агрегування і затвердження потреб, зокрема: відкриття збору потреби по напрямках за різними методологіями згідно з переліком номенклатури; формування заявки ЗОЗ; узгодження заявок ДОЗ; формування зведеної потреби МОЗ. 2. Закупівля - Модуль розроблений та запущено пілот. Функціонал включає консолідацію закупівель відповідно до напрямів та відстеження закупівель за рахунок інтеграції з SAP Ariba та Prozorro, функціонал включатиме: операції з приймання лікарських засобів, медичних виробів та допоміжних засобів; операції з списання лікарських засобів, медичних виробів та допоміжних засобів на пацієнта та відділення та повернення медичних товарів; операції з переміщення товарів в межах закладу та передача між закладами (перерозподіл); операції з переміщення товарів в карантин, зняття з карантину, утилізація товарів; операції по інвентаризації товару. 4. Логістика - Проведено тендерні процедури, функціонал включатиме: моніторинг за наявністю та рухом медичних товарів та лікарських засобів на всіх рівнях; цифровізація процесу розподілу (автоматизація процесів подання уповноважених отримувачів, розподілу товару між уповноваженими отримувачами); наявність інформації про забезпеченість по лікарнях/регіонах; задоволення потреб пацієнта через контроль за забезпеченістю по регіонах.(https://www.prostir.ua/?grants=tender-na-rozrobku-modulyu-e-stock-lohistyka)

Таким чином, незважаючи на те, що відповідні модулі розробляються у рамках впровадження саме експериментального проекту з впровадження електронної системи обліку та управління запасами лікарських засобів та медичних виробів “е-Stock”, можемо констатувати, що захід змістовно виконується.
Однак, з урахуванням наданої інформації, можемо констатувати, що у звітному періоді відсутній прогрес виконання вказаного заходу.
