2.7.1.1.2.
Developing and approving a statement of work (“technical assignment”) for the functionality of the electronic system for registering and managing stocks of medications and medical devices, which:
1) contains real-time structured data: on the availability of medications and medical devices at all healthcare institutions that are fully or partly funded out of the state budget or local budgets; on the requirement for medications and medical devices at all healthcare institutions that are fully or partly funded out of the state budget or local budgets; on the usage and disposal of medications and medical devices at all healthcare institutions, and so forth;
2) ensures an efficient, direct, and transparent procedure for determining the quantity of medications that need to be procured by healthcare institutions and establishments that are fully or partly funded out of the state budget or local budgets;
3) is integrated with procedures of centralized procurement of medications and medical devices funded out of the state budget or local budgets, procurement by international organizations;
4) is integrated with other electronic systems in the healthcare sector;
5) generates data on the planning of needs and accounting of goods, which is used to conduct procurement of medications and medical devices by centralized procurement organizations at the expense of the state budget or local budgets;
6) ensures real-time transparent accounting of medications and medical devices;
7) enables transparent calculations of medications and medical devices procurement needs in all areas;
8) incorporates additional mechanisms of verification of data entered into it;
9) ensures publication of information contained it in, in the open data format.
Measure status:
The measure is aimed at achieving ESR:
2.7.1.1. Procurement of medications and medical devices at the expense of the state and local budgets is carried out on a professional basis by centralized procurement organizations under transparent and detailed procedures in accordance with objective needs based on the quality and evidence of effectiveness of such products and devices. If necessary, specialized international organizations are also involved in centralized procurement

Patients and doctors do not receive medications and medical devices in a timely manner and in full, in particular due to the incomplete transition to the new system of organization and control of medical procurement, and the incomplete regulation of the processes of identifying the needs for and accounting of medications

In pursuance of the measure provided for in clause 2.7.1.1.2 of the State Anti-Corruption Program for 2023–2025 (SAP), the Ministry of Health reported that: “during the reporting period, significant progress was made in the implementation of the project ‘Development of software to expand the functionality of the e-system for accounting and managing stocks of medicines and medical devices.’ A contract with the developer was signed and agreed upon, and the development of the Accounting module began. The specifications for the Back Office module were approved, uploaded to the STEP system, and sent to the World Bank for approval. The specifications for the Logistics module were updated, re-agreed, and sent to the donor organization for funding.
The state enterprise (SE) “Medical Procurement of Ukraine” coordinates the development of the specified system’s following modules with the support of international partners:
Demand, Procurement (developed, functioning); Accounting (under development); Logistics, Back Office 2.0 (funding pending).
According to the SAP, the Logistics and Accounting modules must be developed. However, all the above-mentioned modules shall be developed and implemented for the functioning of the full-cycle system.
Project details
Accounting and managing stocks of medicines and medical devices: The tender was held, the winner was selected and the contract was signed with the winner; the Contractor started working on the first stage – Inception – Setting up and preparing the system for development.
Logistics: The specifications were updated, verified, and sent to the donor organization; the donor organization approved the new specifications and started the tendering process.
Back office 2.0: Specifications were approved by the Ministry of Health;
Uploaded to the STEP system and sent to the World Bank for approval.
Problems and challenges
Few challenges were identified during the reporting period, except for the important need for more active private sector involvement in the development of medical information systems to harmonize the Ukrainian healthcare IT ecosystem. However, it is worth noting that the time from the beginning of the requirements collection to the conclusion of a contract for the module's development can be at least nine months due to the lengthy approval of funding with donor organizations. This may affect the relevance of the requirements and compliance with the planned deadlines for implementing the modules, as well as create risks for completing the project by the end of 2024. In this regard, SE “Medical Procurement of Ukraine,” together with the Ministry of Health, monitors the progress of implementing each module and looks for alternative sources of funding to respond to challenges actively.

Thus, we can state that during the reporting period, the Ministry of Health continued working on the development and approval of the terms of reference for the functionality of the e-system for accounting and managing stocks of medicines and medical devices (e-Stock) and directly expanded the functionality of the e-Stock system. In view of that, we can state that there was progress in implementing the measure within the reporting period.
