The measure is aimed at achieving ESR:
2.7.1.1. Procurement of medications and medical devices at the expense of the state and local budgets is carried out on a professional basis by centralized procurement organizations under transparent and detailed procedures in accordance with objective needs based on the quality and evidence of effectiveness of such products and devices. If necessary, specialized international organizations are also involved in centralized procurement

Patients and doctors do not receive medications and medical devices in a timely manner and in full, in particular due to the incomplete transition to the new system of organization and control of medical procurement, and the incomplete regulation of the processes of identifying the needs for and accounting of medications

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

На виконання заходу передбаченого п. 2.7.1.1.4 Державної антикорупційної програми на 20234-2025 роки, Міністерством охорони здоров'я України, повідомлено, що: "наказом МОЗ від 31.12.2025 № 1994 було введено в дослідну експлуатацію модулі «Визначення потреби за номенклатурою», «Управління організаціями та користувачами», «Закупівлі», «Логістика», «Облік» Електронної системи управління запасами лікарських засобів та медичних виробів «e-Stock». Посилання на наказ: https://moz.gov.ua/uk/decrees/nakaz-moz-ukrayini-vid-31-12-2025-1994-pro-vvedennya-v-doslidnu-ekspluataciyu-elektronnoyi-sistemi-upravlinnya-zapasami-likarskih-zasobiv-ta-medichnih-virobiv-e-stock". Відповідно до вказаного наказу в дослідну експлуатацію введено Електронну систему управління запасами лікарських засобів та медичних виробів «e-Stock», зокрема модулі «Визначення потреби за номенклатурою», «Управління організаціями та користувачами», «Закупівлі», «Логістика», «Облік». З огляду на підтверджуючу інформацію, що надана від МОЗ, зокрема скріншоти, що відображають функціонування вказаних модулів, а також прийняте нормативно-правове регулювання вказаний захід може вважатися виконаним вчасно та повністю.
