The measure is aimed at achieving ESR:
2.6.4.2. A new mechanism was introduced to meet the housing needs of servicemen: state mortgage and leasing programs are used; monetary compensation is applied; housing is built with the involvement of external credit funds; a list of unfinished construction projects that have been reconstructed for housing needs has been determined; the Housing Code of Ukraine has been repealed

За повідомленням Міноборони: "Направлено лист від 28.03.2025 № 220/71/1139. щодо розміщення проєкту Концепції на веб-сайті МОУ для проведення консультацій з громадськістю. (З 31.03.2025 проводиться громадське обговорення)".
Таким чином, виконання заходу розпочато вчасно.
