2.6.4.2.8. Submission of a draft Concept, indicated in subclause 2.6.4.2.6, to Cabinet of Ministers of Ukraine for consideration
Measure status:
The measure is aimed at achieving ESR:
2.6.4.2. A new mechanism was introduced to meet the housing needs of servicemen: state mortgage and leasing programs are used; monetary compensation is applied; housing is built with the involvement of external credit funds; a list of unfinished construction projects that have been reconstructed for housing needs has been determined; the Housing Code of Ukraine has been repealed

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.
Implementing status
Progress/Result of implementation:
1. На виконання заходу, передбаченого п. 2.6.4.2.8 Державної антикорупційної програми на 2023-2025 роки, Міністерством оборони України повідомлено, що станом на 31.03.2026 Проєкт Концепції доопрацьовується з урахування положень Закону України ""Про основні засади житлової політики"", який набрав чинності 15.02.2026.
2. Відповідно до Додатку 2 Програми показником виконання цього заходу є «схвалено проект Концепції Кабінетом Міністрів України».
3. Відповідно до Додатку 2 Програми строк виконання цього заходу визначений як 14.04.2025 (дата початку виконання) – 15.07.2025 (дата завершення виконання).
4. З огляду на настання дати завершення строку виконання відповідного заходу та недосягнення показника його виконання, вимушені констатувати, що захід є невиконаним за результатами моніторингу за I квартал 2026 року.
