2.1.2.4.4. Approving and publicizing the revised professional profile of a judge

The measure is aimed at achieving ESR:
2.1.2.4. An objective and transparent methodology for scoring and determining the results by members of the High Qualification Commission of Judges of Ukraine and the High Council of Justice when making decisions in the selection, evaluation, and promotion of judges, as well as for publishing information on the examinations, has been introduced
Problem solving:
2.1.2. Procedures for qualification evaluation of judges and competitive selection procedures need to be improved and clear and predictable criteria (indicators) of integrity and professional ethics should be developed. Integrity and professional ethics as standard requirements for judges are not sufficiently implemented in practice, and the evaluation of conformity to these requirements is not always transparent and predictable

Вища кваліфікаційна комісія суддів України повідомила, наразі у Комісії триває доопрацювання проекту професіограми судді з урахуванням змін до Закону України "Про судоустрій і статус суддів", що набрали чинності у зв'язку з прийняттями Закон України «Про внесення змін до Закону України «Про судоустрій і статус суддів» та деяких законодавчих актів України щодо удосконалення процедур суддівської кар’єри» від 09 грудня 2023 року № 3511-IX. Вища кваліфікаційна комісія суддів України зазначила, що виконання заходу пов'язано з виконанням заходів, передбачених пунктами 2.1.2.1.5 - 2.1.2.1.7 щодо єдиних критеріїв (індикаторів) для оцінки доброчесності та професійної етики судді та кандидата на посаду судді. Затвердження Єдиних показників для оцінки доброчесності та професійної етики судді (кандидата на посаду судді) є повноваженням Вищої ради правосуддя.
Крім того, Вищою кваліфікаційною комісією суддів України було надано пропозиції щодо продовження строку виконання заходу до листопада 2024 року (лист №21-2929/23 від 24.11.2023).
