2.6.1.3.1.
Drafting an order of the Ministry of Defense on the approval of a concept of operation of automated fuel consumption and quality accounting and monitoring system, capable of identifying key system parameters to effective accounting and management of fuel and lubricants:
1) specialized intrusion-proof software that logs and stores each system login and identifies the user logging in, along with the relevant hardware and communications needed to organize automated data exchange within the system;
2) automated accounting and monitoring system in tank farms with the use of ultrasonic level meters;
3) online monitoring of tanks with fuel and lubricants focusing on the following indicators: product level in the tank, product temperature, product density, and percentage of bottom water;
4) a fuel tanker truck route GPS monitoring system commissioned after suspension or termination of marial law period.

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

Моніторинг заходу 2.6.1.3.1 Програми за IV квартал 2025 року.
1. На виконання заходу передбаченого п. 2.6.1.3.1 Державної антикорупційної програми на 2023-2025 роки, Міністерством оборони України повідомлено, що виконання заходу завершено у IV кварталі 2025 року.
2. Відповідно до Додатку 2 Програми показником виконання цього заходу є «наказ видано та оприлюднено».
3. Строк виконання цього заходу визначений як 01.03.2023 (дата початку виконання) – 31.10.2024 (дата завершення виконання).
4. З огляду на вищевказане, а також джерела інформації, надані Міністерством оборони України, за результатами моніторингу за IV квартал 2025 року констатуємо, що захід виконано повністю, але невчасно.
