2.6.2.4.1.
Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine proposing amendments to the Procedure for Creating, Operating, and Maintaining the Electronic Register of Competitive Selection Bidders and Contractors Performing Government Contracts (Agreement), and Adding Business Entities to this Register, approved by the resolution of the Cabinet of Ministers of Ukraine dated March 17, 2021, No. 233, which provides for:
1) ensuring that the register of competitive selection bidders and contractors performing government contracts (and not the register administrator) performs systematization and retrospective analysis of data on business entities in defense procurement processes in accordance with classification attributes defined in Part 2 of Article 37 of the Law of Ukraine On Defense Procurement;
2) automatic population of the register with data;
3) ensuring the online publication of register information that does not contain secrets of the state.

2.6.2.4. The Electronic Register of Competitive Selection Bidders and Contractors Performing Government Contracts (Agreements) has been formed in a transparent manner, and transparent notification of potential suppliers about plans to purchase goods, work, or services for defense purposes has been ensured

2.6.2. Procurement of goods, work, and services for defense purposes is carried out under conditions of excessive secrecy and has a low level of competition, which contributes to abuse and unjustified spending of budget funds.

Моніторинг заходу 2.6.2.4.1 Програми за IІІ квартал поточного року.
1. Відповідно до інформації, що надана головним виконавцем:
1) підготовлено проєкт постанови Кабінету Міністрів України «Деякі питання функціонування та ведення електронного реєстру учасників відбору та виконавців державних контрактів (договорів), внесення до нього суб’єктів господарювання», яким Порядок створення, функціонування та ведення електронного реєстру учасників відбору та виконавців державних контрактів (договорів), внесення до нього суб’єктів господарювання, затверджений постановою Кабінету Міністрів України від 17 березня 2021 р. №233 «Про затвердження Порядку створення, функціонування та ведення електронного реєстру учасників відбору та виконавців державних контрактів (договорів), внесення до нього суб'єктів господарювання» викладено в новій редакції;
2) проєкт постанови погоджено заінтересованими структурами Міністерства оборони України та Збройних Сил України, станом на 30.09.2025 проєкт підготовлено для передачі на зовнішнє погодження ЦОВВ, передано на погодження в Департамент юридичного забезпечення перед підписом міністра;
2. Відповідно до Додатку 2 Програми показником виконання цього заходу є «постанову Кабінету Міністрів України прийнято».
3. Відповідно до Додатку 2 Програми строк виконання цього заходу визначений як 01.01.2025 (дата початку виконання) – 31.05.2025 (дата завершення виконання).
4. З огляду на інформацію, що міститься у пп. 1 – 3, за результатами моніторингу за IІІ квартал поточного року заходу 2.6.2.4.1 Програми присвоєно статус «не виконано».
