2.6.3.2.1.
Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine on the procedure for conducting a competitive process to select candidates for managerial positions with the authorized agency on state guarantees of quality, which contains the following requirements:
1) the list of managerial positions in respect of which a competitive selection process is mandatory;
2) principles and stages of the competitive selection process;
3) integrity checks of candidates with the use of psycho-physiological equipment;
4) vetting of candidates through interviews, during which integrity assessment is carried out using the reasonable doubt standard;
5) the list of information about the competitive selection process and the candidates to be published on the Internet.
Measure status:
The measure is aimed at achieving ESR:
2.6.3.2. The authorized agency on state guarantees of quality of defense products has been formed and is operating and issuing certificates of conformity
Problem solving:
2.6.3. The ineffective model of control over defense products in the production process does not make it possible to completely rule out the supply of defective weapons and military equipment in a timely manner.

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.
Implementing status
Progress/Result of implementation:
1. Відповідно до інформації, що надана головним виконавцем:
1) Призначення 100 % керівників територіальних підрозділів державного гарантування якості здійснено після проведення перевірки кандидатів шляхом проведення співбесід, де під час оцінки доброчесності застосовувався стандарт обґрунтованого сумніву та здійснено 100% перевірка вищезазначених кандидатів на доброчесність із використанням психофізіологічної апаратури у відповідності до вимог Інструкції з організації та проведення психофізіологічного дослідження персоналу із застосуванням поліграфа у Міністерстві оборони України та Збройних Силах України затвердженої наказом Міністерства оборони України від 14.04.2015 № 164.
2) Проводиться розроблення та подання Кабінетові Міністрів України проекту постанови Кабінету Міністрів України про порядок проведення конкурсу на керівні посади.
2. Показником виконання зазначеного заходу є "постанову Кабінету Міністрів України прийнято".
3. З огляду на те, що строк виконання цього заходу не настав, констатуємо, що захід має статус "не розпочато"
