2.7.1.1.4. Implementing the functionality of the electronic system for registering and managing stocks of medications and medical devices in accordance with subclauses 2.7.1.1.2, 2.7.1.2.2
Measure status:
The measure is aimed at achieving ESR:
2.7.1.1. Procurement of medications and medical devices at the expense of the state and local budgets is carried out on a professional basis by centralized procurement organizations under transparent and detailed procedures in accordance with objective needs based on the quality and evidence of effectiveness of such products and devices. If necessary, specialized international organizations are also involved in centralized procurement
Problem solving:
2.7.1. Patients and doctors do not receive medications and medical devices in a timely manner and in full, in particular due to the incomplete transition to the new system of organization and control of medical procurement, and the incomplete regulation of the processes of identifying the needs for and accounting of medications

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

На виконання заходу передбаченого п. 2.7.1.1.4. Державної антикорупційної програми на 2023-2025 роки, Міністерством охорони здоров'я України повідомлено, що: "22.05.2025 - було підписано Акт приймання-передачі майнових прав інтелектуальної власності на Продукт (програмне забезпечення (комп'ютерна програма) "Інформаційна система e-Stock у складі модулів:
- модуль визначення потреби за номенклатурою
- модуль Управління організаціями.
15.08.2025 - було підписано Акти приймання-передачі майнових прав інтелектуальної власності на Продукт (програмне забезпечення (комп'ютерна програма) "Інформаційна система e-Stock у складі модулів:
- модудь Закупівлі та супроводжуючі документи до програмного забезпечення;
- модуль Логістика та супроводжуючі документи до програмного забезпечення;
- модуль Облік та супроводжуючі документи до програмного забезпечення.
Наразі відбувається передача майнових прав інтелектуальної власності до державного підприємства "Медичні закупівлі України", за яким електронна система закріплена на праві господарського відання. Повне впровадження заплановано на IV квартал 2025 року".
Таким чином, можемо констатувати, що у межах звітного періоду Міністерством охорони здоров'я України продовжено змістовне виконання вказаного заходу. Відтак, захід виконується та наявний прогрес його виконання.
