2.7.2. Patients are unable to receive medical treatment abroad or medical care with the use of transplants, due to corrupt practices caused by insufficiently regulated procedures and non-transparent accounting.

In order to implement the measure provided for in subclause 2.7.2.1.1 of the State Anti-Corruption Programme for 2023-2025, the Ministry of Health reported that "the Resolution of the Cabinet of Ministers of Ukraine No. 1228 On Approval of the Regulation on the State Information System of Hematopoietic Stem Cell Transplantation was adopted on November 21, 2023".
The content of the Resolution of the Cabinet of Ministers of Ukraine directly correlates with the requirements of the State Anti-Corruption Programme, but given that the measure was to be implemented by September 30, 2023, and the Resolution was actually adopted only on November 21, 2023, the measure is considered to have been fully implemented, but not in time.
