2.7.3.1.2.
Ensuring the interaction and interoperability of the electronic healthcare system with:
1) the Unified State Demographic Register;
2) the State Register of Vital Records of Citizens;
3) the State Register of Individual Taxpayers;
4) information systems of the Ministry of Social Policy and the register of insured persons within the State Register of Compulsory State Social Insurance;
5) the Unified State Electronic Database in Matters of Education;
6) the Unified State Register of the Ministry of Internal Affairs;
7) the informational and analytical platform of electronic verification and monitoring;
8) the State Register of Medications of Ukraine.
Measure status:
The measure is aimed at achieving ESR:
2.7.3.1. The electronic healthcare system is integrated with other state databases outside the healthcare sector, which ensures completeness, consistency and additional data verification, as well as functionality for automation of processes; the electronic healthcare system is the primary source of information about medical services provided in Ukraine, which serves as a basis for decisions to perform calculations for the medical guarantees program, make managerial decisions, and generate the relevant statistics
Problem solving:
2.7.3. The electronic healthcare system is not sufficiently integrated with other databases, which creates opportunities for abuse during the use of specific functions (including the awarding of disability benefits, preventive and compulsory medical examinations, and assignment of the disability group)

На виконання заходу передбаченого п. 2.7.3.1.2 Державної антикорупційної програми на 2023-2025 роки, Міністерством охорони здоров'я повідомлено, що: "Стосовно п. 1 заходу 2.7.3.1.2: розроблено технічні вимоги до електронної взаємодії між електронною системою охорони здоров’я та Єдиним державним демографічним реєстром та запущено закупівлю на технічну розробку. Необхідні законодавчі зміни ухвалено (https://itd.rada.gov.ua/billInfo/Bills/Card/41890);
Стосовно п. 2 заходу 2.7.3.1.2: з метою верифікації відомостей реєстрів центральної бази даних електронної системи охорони здоров’я (далі – ЦБД ЕСОЗ) у частині наявності актових записів про смерть доопрацьовано програмне забезпечення ЦБД ЕСОЗ
Стосовно п. 3 заходу 2.7.3.1.2: з метою верифікації відомостей реєстрів ЦБД ЕСОЗ у частині перевірки, зокрема, реєстраційного номера облікової картки платника податків чи відмови від його присвоєння, доопрацьовано програмне забезпечення ЦБД ЕСОЗ. Необхідні законодавчі зміни ухвалено (https://itd.rada.gov.ua/billInfo/Bills/Card/41890);
Стосовно п. 4 заходу 2.7.3.1.2: обмін здійснюється з Реєстром Пенсійного фонду. Також укладено договір про інформаційну взаємодію між Мінсоцполітики та Держлікслужбою та забезпечено технічну реалізацію обміну інформацією про медичні вироби, виробників та відповідальних осіб зареєстрованих у реєстрі осіб, відповідальних за ведення медичних виробів, активних виробів, які імплантують, та медичних виробів для діагностики in vinro в обіг Стосовно п. 5 заходу 2.7.3.1.2: роботи не проводилися у зв’язку з відсутністю проектів на поточний момент, в яких потрібні інтеграції
Стосовно п. 6 заходу 2.7.3.1.2: роботи не проводилися у зв’язку з відсутністю проектів на поточний момент, в яких потрібні інтеграції
Стосовно п. 7 заходу 2.7.3.1.2: запущено верифікацію відомостей про заклади охорони здоров'я та медичних працівників з Міністерством фінансів України
Стосовно п. 8 заходу 2.7.3.1.2: забезпечено електронну взаємодію з Державним реєстром лікарських засобів ". Таким чином, констатуємо, що у межах звітного періоду вказаний захід виконується, разом із тим, у порівнянні з попереднім періодом прогрес його виконання відсутній.
