In terms of implementation of the measure provided for in subclause 2.7.3.3.3 of the State Anti-Corruption Programme for 2023-2025, we would like to note that currently the electronic healthcare system does not have the technical capability to develop forms to be filled out by medical service providers when assessing the functional status of a person, however, healthcare professionals enter relevant medical records into the electronic healthcare system. When entering the relevant medical records, the International Classification of Functioning, Disability and Health is used, among other things. Thus, as of today, it is technically possible to enter medical records into the electronic healthcare system using the International Classification of Functioning, Disability and Health. Therefore, there is no need to develop an order of the Ministry of Health of Ukraine approving forms to be filled out by medical service providers when assessing the functional status of a person according to the adapted International Classification of Functioning, Disability and Health. It should be noted that during the harmonisation meeting held between the Ministry of Health of Ukraine and the NACP, it was agreed to exclude measure 2.7.3.3.3 from the State Anti-Corruption Programme for 2023-2025, and therefore, the NACP will initiate relevant proposals to the Cabinet of Ministers of Ukraine in a short-term perspective.
