2.7.5.1.2. Developing the draft of Conditions for Enrollment in Higher Education Programs in 2024, which provides for:
1) expanding the scope of application of electronic workplaces and reducing the percentage of cases in which submission of hardcopy documents is obligatory;
2) abolishing the preferences that involve substituting external independent testing with enrollment examinations at an institution of higher education, except for a limited list of entrants due to compelling medical reasons determined, as well as individuals who have been recognized as combatants under law and who defended the independence, sovereignty, and territorial integrity of Ukraine, were involved in the anti-terrorist operation (joint forces operation), in providing logistics for this operation, in efforts aimed at ensuring national security and defense, repelling and resisting the armed aggression by the Russian Federation in Donetsk and Luhansk Regions, in providing logistics for such efforts, as well as military personnel serving in the army under contract – upon their enrollment at military institutions of higher education and military training divisions of institutions of higher education

The Ministry of Education and Science of Ukraine has announced: "In accordance with the requirements of the second paragraph of subparagraph 1 of part 1 of section I of the Law of Ukraine No. 3438-IX of 08.11.2023 "On Amendments to Certain Laws of Ukraine Regarding the State Final Attestation and the Enrolment Campaign 2024", the expert group of higher education and adult education of the Directorate of Professional Higher Education has prepared a draft Procedure for Admission to Higher Education in 2024.

The Admission Procedure provides for: 1) the use of electronic offices and a reduction in the number of cases of mandatory submission of documents in paper form for admission to all levels of higher education (in particular, for the PhD level, which requires mandatory submission of the EMI 2024 in a foreign language); 2) refusal of benefits for the replacement of external independent evaluation with examinations at a higher education institution, except for a limited list of applicants on unconditional medical grounds and persons who are legally recognised as combatants and who defended the independence, sovereignty and territorial integrity of Ukraine, participated in the anti-terrorist operation (joint forces operation), ensuring its conduct, in the implementation of measures to ensure national security and defence, repulsion and deterrence of the armed aggression of the Russian Federation in Donetsk and Luhansk regions, and ensuring their implementation, as well as contract servicemen - when entering military higher education institutions and military training units of higher education institutions".



However, the provisions of the draft Procedure for Admission to Higher Education in 2024 (hereinafter - the draft Procedure) are not fully aimed at implementing measure 2.7.5.1.2 in view of the following:

1) the draft Procedure correlates only with the implementation of subparagraph 1 of measure 2.7.5.1.2 in terms of expanding the scope of electronic offices and reducing the share of cases of mandatory submission of documents in paper form, in particular, such a ground for submitting an application in paper form as submitting an application for admission before or after the deadlines for the operation of electronic offices of applicants established by the Procedure is excluded;

2) sub-paragraph 2 of the relevant measure provides for the refusal of benefits for the replacement of external independent evaluation with examinations at a higher education institution, except for a limited list of applicants on unconditional medical grounds and persons who are recognised by law as combatants and who defended the independence, sovereignty and territorial integrity of Ukraine, participated in the anti-terrorist operation (joint forces operation), ensuring its conduct, in the implementation of measures to ensure national security and defence, repulsion and deterrence of armed aggression by the Russian Federation in Donetsk and Luhansk regions, ensuring their implementation, as well as servicemen of military service on a contract basis - when entering military higher education institutions and military educational units of higher education institutions. However, the provisions of the draft Procedure do not ensure the implementation of this subparagraph, as the list of applicants for whom preferential admission conditions are possible is wider. In particular, persons whose place of residence is registered (declared) in the temporarily occupied territory and who are in it or who have moved from it after 01 January 2024; persons recognised as affected participants of the Revolution of Dignity; persons who, upon request for the possibility of creating special conditions for taking the NMT, EMI, EFVV, were denied their request by the regulatory commission at the regional centre for assessing the quality of education due to lack of organisational and technological capabilities and others.

Thus, the draft Procedure for Admission to Higher Education in 2024, if adopted and enacted, will ensure only partial implementation of measure 2.7.5.1.2.
