2.7.6.2.2.
Drafting and submitting to the Cabinet of Ministers of Ukraine a draft law proposing amendments to the Law of Ukraine On Higher Education, which stipulates that:
1) expenditures out of the state budget for higher education shall be allocated for institutions of higher education where the cost of educational services is established in keeping with the legislation on the indicative prime cost;
2) the amount of expenditures out of the state budget for higher education shall be allocated among institutions of higher education according to the formula developed by the Ministry of Education and Science and approved by the Cabinet of Ministers of Ukraine.

The Ministry of Education and Science of Ukraine (MoE) developed the Draft Law of Ukraine, “On Amending Certain Laws of Ukraine on Funding Higher Education and Provision of State Targeted Support to Students,” and submitted it for consideration by the Cabinet of Ministers of Ukraine (Letter of the MoE ref. No. 1/20437p-23, dated December 27, 2023). The draft law was approved by the Cabinet of Ministers of Ukraine and presented to the Verkhovna Rada (registration number 10399, dated January 10, 2024).
Draft Law No. 10399 proposes to introduce changes to the Law of Ukraine “On Higher Education” with regard to the following:
- amount of state budget expenditures on tuition fees for individuals studying based on the state order is to be distributed among academic and research establishments using the formula to be approved by the Cabinet of Ministers of Ukraine based on the petition of the central executive authority for education and science (part 4, Article 72);
- funding tuition fees for university students based on state or regional order is to be provided upon the condition that the amount of university tuition fees financed by private individuals or legal entities is determined by corresponding academic or research establishment in compliance with the procedure for estimation of minimal university tuition fee based on indicative net cost approved by the Cabinet of Ministers of Ukraine (part 8, Article 71).
Corresponding provisions fully correlate with the implementation of measure 2.7.6.2.2.
