2.7.6.2.2.
Drafting and submitting to the Cabinet of Ministers of Ukraine a draft law proposing amendments to the Law of Ukraine On Higher Education, which stipulates that:
1) expenditures out of the state budget for higher education shall be allocated for institutions of higher education where the cost of educational services is established in keeping with the legislation on the indicative prime cost;
2) the amount of expenditures out of the state budget for higher education shall be allocated among institutions of higher education according to the formula developed by the Ministry of Education and Science and approved by the Cabinet of Ministers of Ukraine.

Implementing status

The Ministry of Education and Science of Ukraine developed and submitted to the Cabinet of Ministers of Ukraine the Draft Law of Ukraine On Amendments to Certain Laws of Ukraine on Financing the Acquisition of Higher Education and Providing State Targeted Support to its Applicants (letter of the Ministry of Education and Science of Ukraine dated December 27, 2023, No. 1/20437p-23). The draft law was approved by the Cabinet of Ministers of Ukraine and submitted to the Verkhovna Rada of Ukraine (Register No. 10399 of 10.01.2024).
The Draft Law No. 10399 proposes to amend, in particular, the Law of Ukraine On Higher Education in the following respects
- the amount of state budget expenditures for the payment of education services for higher education students on the conditions of a government contract is distributed between educational institutions and research institutions based on a formula approved by the Cabinet of Ministers of Ukraine upon the proposal of the central executive authority in the area of education and science (part four of Article 72);
- financing of payment for education services for higher education students within the framework of a government or regional contract is carried out if the amount of payment for education services for higher education students at the expense of individuals or legal entities is determined by the respective educational institution or research institution in compliance with the procedure for setting the minimum amount of payment for higher education services based on the indicative cost approved by the Cabinet of Ministers of Ukraine (part eight of Article 71).
The mentioned provisions are fully correlated with the implementation of measure 2.7.6.2.2.
