2.7.7.2.2.
Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine on approval of the Procedure for Conducting a Competitive Selection Process for Institutional Support for Public Associations of Individuals Living with Disabilities, which:
1) introduces institutional support for public associations of individuals living with disabilities exclusively on a competitive basis;
2) does not provide for any preferences for specific public associations of individuals living with disabilities;
3) establishes nondiscriminatory criteria for eligibility of public associations of individuals living with disabilities to enter the competitive selection process, specifically requirements with respect to the number of members of the organization (several dozen people at most, but optimally – without requirements pertaining to membership), minimum representation in the regions (in one-fourth of the regions at most), and minimum duration of statutory activities (three years at most);
4) establishes justified, clear, measurable, and attainable criteria of evaluation of competitive process bids and selection of the winning bidders;
5) ensures complete transparency of the competitive selection process for the award of institutional support and publicity of all competitive process documentation, decisions made, and records documenting the implementation of the budget program and monitoring of the spending of institutional support funds;
6) establishes effective, justified, clear, measurable, and attainable key performance indicators (KPIs) of the spending of institutional support funds by public associations of individuals living with disabilities.

According to the Ministry of Social Policy of Ukraine: "The Ministry of Social Policy has developed draft laws of Ukraine "On Amendments to the Budget Code of Ukraine on Support of Public Associations of Persons with Disabilities and Veterans", which envisages the introduction of financial assistance for the institutional activities of public associations of persons with disabilities and veterans from 2022, and "On Amendments to Certain Laws of Ukraine on Support of Public Associations of Persons with Disabilities", which aims to regulate the issues of providing support for the activities of public associations of persons with disabilities, introducing their institutional support and strengthening the representation of the interests of persons with disabilities at the state and local levels.
These draft laws have the same goal - to introduce institutional support for public associations of persons with disabilities at the state and local levels.
Currently, with the approval of the Prime Minister of Ukraine Dmytro Shmyhal dated 22.11.2022 No. 26659/22/1-21, the work on the introduction of institutional support has been suspended until the expiration of a three-month period from the date of termination or cancellation of martial law in Ukraine.
In this regard, the Ministry of Social Policy sent a letter to the NACP dated 13.10.2023 No. 15583/0/2-23 with a request to consider the proposal to postpone the implementation of the measure accordingly.
However, the draft resolution of the Cabinet of Ministers of Ukraine "On Amendments to the State Anti-Corruption Programme 2023-2025", developed by the NACP and approved by the Ministry of Social Policy with comments (letter of 27.12.2023 No. 21253/0/2-23/11), does not take into account the proposals of the Ministry of Social Policy regarding the postponement of the deadlines for the implementation of these tasks."
