The measure is aimed at achieving ESR:
2.3.6.2. The primary criterion for evaluating the performance of the tax authorities and their officials is the degree of compliance with tax legislation and not the fulfillment of the budget revenue plan
Problem solving:
2.3.6. The fact that the tax authorities have functions that involve imposing financial penalties and excessive focus of the efforts of these authorities on imposing such penalties lead to corruption risks.

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

У межах звітування за ІІІ квартал 2024 року Мінстерство цифрової трансформації України повідомило, що можливість подачі щорічної декларації про майновий стан та доходи через Єдиний державний вебпортал електронних послуг знаходиться на аналітичному етапі. Міністерство здійснювало аналіз існуючого механізму подачі декларації через кабінет платника податків та чинне нормативно-правове регулювання.
Станом на дату звершення виконання заходу можливість подання річної декларації про майновий стан та доходи на Єдиному державному вебпорталі електронних послуг не була запроваджена.
Станом на 31.03.2025 Міністерство цифрової траснформації України працює над розробкою технічних вимог щодо модернізації Єдиного державного вебпорталу електронних послуг в частині реалізації можливості подання річної декларації про майновий стан та доходи на Єдиному державному вебпорталі електронних послуг та веде технічні консультації з Державною податковою службою України.
