1.4.3.2.1. Supporting the process of obtaining funding from development partners or budget funding in the amount of at least EUR 1,395,850 (on the hryvnia equivalent of this amount) to build a data warehouse (DWH) system that will analyze and compare not only data from state registers but also data from all open sources of information and will also be capable of independently generating a data search algorithm and identifying individuals who show signs of having committed corruption or corruption-related offenses
Measure status:
The measure is aimed at achieving ESR:

The effectiveness of control and audit activities has increased, in particular owing to:
the use of an effective system of logical and arithmetic control, other software and analytical tools;
introduction of an automated information monitoring system;
optimization of the National Agency’s access to the information necessary for the proper performance of its financial control functions;
international cooperation of the National Agency with the relevant authorities of foreign countries; active usage of foreign registers and databases by the National Agency.

З метою отримання фінансування для побудови системи накопичення та обробки даних (DWH) Національне агентство спочатку залучило бюджетне фінансування з загального фонду стосовно видатків за такими кодами економічної класифікації видатків (КЕКВ): 2240 «Оплата послуг (крім комунальних)», 3110 «Придбання обладнання і предметів довгострокового користування», 3160 «Придбання землі та нематеріальних активів» на загальну суму 51 883 700,00 грн.
08.04.2024 НАЗК направило офіційний запит щодо надання підтримки в побудові системи накопичення та обробки даних (DWH) до проекту міжнародної технічної допомоги «Сприяння доброчесності в публічному секторі (Pro-Integrity)» (партнер з розвитку – Уряд США через Агентство США з міжнародного розвитку, USAID).
22.04.2024 НАЗК отримало офіційну відповідь від Pro-Integrity, де зазначалось про згоду надати фінансову підтримку в розробці DWH. З огляду на це, Національне агентство відмовилося від бюджетного фінансування для побудови системи накопичення та обробки даних (DWH).
29.07.2024 Pro-Integrity надіслав на офіційне погодження до НАЗК розроблені технічні вимоги для побудови DWH.
Відтак для для побудови системи накопичення та обробки даних (DWH) було отримано належне фінансування у вигляді коштів міжнародної технічної допомоги, з огляду на що захід вважався виконаним.
Однак, 28.01.2025 Pro-Integrity поінформувало про призупинення фінансування з боку USAID всіх витрат проекту. Відтак наразі фінансування для побудови системи накопичення та обробки даних (DWH) відсутнє, що свідчить про невиконання заходу.
Наразі національне агентство здійснює захлди щодо отримання фінансування для побудови системи накопичення та обробки даних (DWH).
