According to the Ministry of Justice of Ukraine: "The public discussion of the draft order was not held due to its lack of provisions specified in clause 12 of the Procedure for Holding Public Discussions on Issues of Formulation and Implementation of State Policy, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 03, 2010 No. 996".
