A law on administrative procedure has been adopted, which defines the right of a person to be heard in the face of a pending unfavorable administrative act, ensures balanced decisions that legitimately balance public and private interests, defines the specifics of administrative proceedings in cases involving a large number of persons, and establishes the obligation to provide reasoning for decisions and specify the procedure for appealing them

Progress/Result of implementation:
According to the Ministry of Justice of Ukraine: "Proposals to postpone the entry into force of the Law of Ukraine On Administrative Procedure for a period of more than 18 months from the date of its publication, i.e. after December 15, 2023, were monitored during October - December 2023. During October - December 2023, the Ministry of Justice of Ukraine did not receive any respective draft laws."
Given that the Law of Ukraine On Administrative Procedure came into force on December 15, 2023, the measure has been implemented.
