Arranging an analytical study focusing on the organization of workflows of permanent police committees for the entire period of their existence (until February 2022), which should specify:
1) the total number of candidates reviewed by the committees during competitive selection of police officers;
2) the number of competitive selection processes conducted among individuals appointed to junior, middle, and senior positions with the police (separately for each category of police personnel);
3) results of a sociological survey of police officers on the quality of work of police committees;
4) results of an anonymous poll of members of police committees on ways to improve their work;
5) findings of the study of the effectiveness and transparency of police committees;
6) ways to resolve the issue of budget funding of community-appointed members of committees;
7) recommendations on ways to improve the effectiveness and quality of work of police committees and the selection procedure;
8) results of a sociological survey of the public on the quality of work of police committees and the effectiveness of competitive selection procedures.

An analytical study of the organization of work of permanent police commissions over their whole existence has been done.
When providing information on the status of implementation of the measure as of Q1 of 2024, the Ministry of Internal Affairs of Ukraine (MIA) additionally reported on conducting a sociological survey of police officers regarding the quality of work of police commissions.
At the same time, no sociological survey of the public was carried out regarding the quality of work of police commissions and the effectiveness of competitive procedures as an element of the specified analytical study.
For instance, according to the information of the MIA, in accordance with the Procedure for Assessing the Level of Public Trust in the National Police, approved by Resolution No. 58 of the Cabinet of Ministers of Ukraine, dated February 7, 2018 (as amended by Resolution No. 1380 of the Cabinet of Ministers of Ukraine, dated December 9, 2022), the assessment of processes taking place in the system of the National Police is carried out by sociological services at least once a year on the basis of the contract with the National Police concluded in accordance with the Law of Ukraine “On Public Procurement.” At the same time, in the event of the introduction of a state of war or state of emergency on the entire territory of Ukraine, the assessment of the above-mentioned processes at the national level is temporarily suspended. The assessment is to be reactivated the next year after the termination or abolition of martial law or state of emergency in Ukraine.
