The measure is aimed at achieving ESR:

1.2.1.4. The overall level of tolerance of corruption in Ukraine has decreased owing to the implementation of comprehensive measures aimed at instilling in public servants a perception of themselves as people serving the interests of the Ukrainian nation, as well as public trust in public servants as the key reason of why they hold their office

Problem solving:

1.2.1. Everyday corrupt practices are an established norm of conduct and are not perceived as violations of moral or legal norms. There is no consistent demand from the population for public officials to uphold the prescribed rules of ethical conduct and integrity

According to the National Agency of Ukraine on Civil Service (NAUCS), in pursuance of measure 1.2.1.4.8, “a standard general professional (certificate) advanced training program “Prevention of Corruption and Implementation of Integrity Standards in the Civil Service and Local Government Bodies” was developed, approved by NAUCS Order No. 81-23 of June 09, 2023 and posted on the NAUCS official website at: http://surl.li/hvers.”
