MONITORING THE IMPLEMENTATION OF THE STATE ANTI-CORRUPTION PROGRAM

The monitoring of the implementation of the State Anti-Corruption Program for 2023-2025 is aimed at tracking the progress in the implementation of each specific measure of the SACP as of a certain calendar date (March 31, June 30, September 30, December 31).

Monitoring is carried out in the following periods:

  • from April 16 to May 16 - for the first quarter of the current year and previous periods;
  • from July 16 to August 16 - for the second quarter of the current year and previous periods;
  • from October 16 to November 16 - for the third quarter of the current year and previous periods;
  • from January 16 to February 16 - for the fourth quarter of the previous year and previous periods.

The monitoring of the implementation of measures is carried out by the NACP's authorized analyst receiving information from the implementer on the status of implementation of the SACP measures, which is entered into the internal part of the Information System. The implementer of measures for the implementation of the SACP is an authorized official of a state body, local self-government body or other entity designated as the implementer of the measures provided for in the SAP. In this case, the implementer submits information to the National Agency through the internal part of the Information System by creating one of two types of messages:

on the progress of the measure implementation – for the SACP measures, the implementation of which has been started (but not completed) and for which there is information on the current status (start, progress) of the SACP measure implementation

on the result of the measure implementation – for the measures of the SAP that have been fully or partially implemented.

АThe analyst reviews the notification provided by the implementer, gets acquainted with other information on the status of the implementation of the SACP measure, and conducts a comprehensive analysis of the notification. Based on the results of the analyst's analysis of the notification and other information on the status of the SACP measure, the measure shall acquire the following statuses in the Information System:

"Not started" or "In progress" – if a notification on the progress of the measure was submitted;

"Виконано", "Виконано частково" або "Не виконано"- якщо було подано повідомлення про результат виконання заходу;

"Completed", "Partially Completed" or "Not Completed" – if a notification on the result of the measure's implementation was submitted.

Evaluation of the effectiveness of the implementation of the SACP and the ACS

Evaluation of the effectiveness of the implementation of the SACP and the ACS is carried out by analyzing the expected strategic results and indicators of achievement of each of them.

For each indicator, depending on its importance for achieving the respective expected strategic result, a certain percentage weight is determined, the total amount of which is equal to 100 percent.

When assessing the effectiveness of the implementation of the SACP, the NACP analyst uses the following types of indicators:

  • mono-indicator – an indicator that characterizes any single object that is in one of two possible states at the date of evaluation (presence/absence of a certain fact, condition, result, etc.);
  • composite (total) – an indicator consisting of a set of relatively independent quantitative and/or qualitative characteristics (sub-indicators), each of which has a fixed programmed share value (in percent);
  • progressive (dynamic) – an indicator whose program value is variable within certain limits;
  • mixed (composite-progressive) – an indicator that consists of a set of relatively independent quantitative and/or qualitative characteristics (sub-indicators), each of which has a variable program value;
  • mixed (progressive-composite) – an indicator, the program value of a share of which is variable within the limits, and is defined as the sum of program values of shares of sub-indicators that have a fixed program value.

Evaluation of the effectiveness of the implementation of the SACP and the ACS is carried out in two stages, as follows:

Stage I – involves the NACP analyst comparing the description of the indicator and its sub-indicators (if any) with the information on phenomena, events and facts related to the said description obtained from the sources determined by the National Agency. Based on the results of such comparison, if the actual state of the object under evaluation coincides with the description of the indicator (sub-indicator), the analyst assigns the corresponding actual value expressed as a percentage to the share of this indicator (sub-indicator). The analyst enters the results of the first stage of the assessment into the internal part of the Information System.

Stage II – involves the analyst using the internal part of the Information System to assess the achievement of the expected strategic results. If one indicator is used to assess the achievement of the expected strategic result, the actual value assigned to it is a measure of the degree of achievement of this result. If 2 or more indicators are provided for assessing the achievement of the expected strategic result, the sum of the actual values of the shares of these indicators is the measure of the degree of achievement of this result.
