The issue of establishing regional offices was analyzed, resulting in a memo addressed to the Head of the National Agency on Corruption Prevention (NACP). The memo outlined a study of the NACP’s main policy-making and inspection functions, analyzed the regulatory legal framework, and identified 3 alternative configurations of a potential network of regional offices with different organizational and legal bases for their activities.
The results of the analysis determined the advantages and risks of establishing regional offices of the NACP.
Given the introduction of martial law, which necessitates the allocation of all state resources to military resistance to Russian aggression, the occupation of almost a quarter of Ukraine’s territory, and the assessment of potential costs, forecast results and consequences, the analysis shows that the establishment of regional offices of the NACP is currently inappropriate.
