By letter No. 82-06/10944-23 of May 18, 2023, the National Agency on Corruption Prevention (NACP) requested the Ministry of Education and Science (MES) to provide information with detailed, substantiated calculations of the amount of expenditures needed to implement the measures provided for in clauses 2.7.5.2.2 and 2.7.5.2.4. Letter No. 1/7674-23 of May 30, 2023 provided information on the financial and economic calculations of needs. However, in its letter No. 82-06/20851-23 of September 11, 2023, the NACP informed that the Law of Ukraine On the State Budget of Ukraine for 2023 and expenditure limits for 2024–2026, which were provided by the Ministry of Finance of Ukraine for the preparation of the budget request under the budget program under the code of program classification of expenditures and loans for local budgets (CPCEL) 6331030 “Implementation of Anti-Corruption Strategies,” did not provide funds for financing measures of the State Anti-Corruption Program (SAP) to lower-level administrators. In addition, the NACP received letter No. 11-06/22401-23 of September 28, 2023, on solving problems in attracting the resources necessary for implementing SAP measures. MES letter No. 1/15468-23 of October 6, 2023 provided information on the implementation of digital products and the attraction of the necessary resources.
