1.1.1.5.4.(13). Given that the implementer of measure 1.1.1.5.4 (13) did not provide information for the 4th quarter of 2023, the analyst evaluated only those reports provided by the implementer for previous reporting periods.

In particular, according to the Prosecutor General's Office, as of September 30, 2023, "subclause 2.1.5.1.1 of the Measures for Implementation of the SACP provides for the development and launch of an electronic human resources management system (e-HR) of prosecutorial authorities, with an integrated system for evaluating the performance of prosecutors.

In addition, subclause 2.1.5.1.2 of the Measures for Implementation of the SACP stipulates the launch of the system for evaluating the performance of prosecutors based on the e-HR system.

In order to implement these measures, the Prosecutor General's Office, together with its partners, prepared the General Design and Detailed Functional Specifications for the Electronic Human Resources Management System of Prosecutorial Athorities, which contains a description of existing and desired human resources management processes.

Proposals on the terms and cost of developing and implementing such a system were received, and on the basis of these proposals, a feasibility study for the relevant information technology development project was prepared.

The need for funds for implementation is included in the budget request of the Prosecutor General's Office for 2024-2026 (2024 - 28,130.8 thousand UAH and 2025 - 26,679.2 thousand UAH).

The expenditures in the amount of 28,130.8 thousand UAH are secured by the maximum expenditures provided by the Ministry of Finance of Ukraine and included in the draft budget for 2024 under the CPCEC 0901010 "Conducting prosecutorial activities, training and professional development of employees of the prosecutorial authorities".
