2.2.4.3.5.
Supporting the consideration of the Draft Law of Ukraine On the Timber Market (registration number 4197-d dated September 10, 2021) in the Parliament of Ukraine (particularly if the President of Ukraine vetoes the draft law), which proposes, among other things:
1) instituting a mechanism whereby timber and specific timber products can be sold by forest owners and permanent forest users exclusively through electronic auctions or on the conditions of an offer, taking into account prior experience of forest management activities pertaining to procurement of timber;
2) defining the liability of buyers for failing to perform the conditions of a purchase and sale contract;
3) instituting the process for declaring processed timber, which will help producers, processors, sellers, and consumers to obtain clear proof of the legitimacy of timber harvesting;
4) mandating the reporting and publication of information about volumes, sale price, and buyers of timber and timber products by openly publishing it.

З метою запровадження заходів щодо державного регулювання ринку деревини народним депутатом України Д. Наталухою та іншими було внесено 10.09.2021 до Верховної Ради України доопрацьований проект Закону України «Про ринок деревини», зареєстрований за № 4197-д (далі – законопроєкт № 4197-д).
Міндовкілля листом від 04.10.2021 № 25/1-16/21108-21 повідомило Комітет Верховної Ради України з питань економічного розвитку та Комітет Верховної Ради України з питань екологічної політики та природокористування про підтримку законопроєкту № 4197-д.
Верховна Рада України 18 листопада 2021 року прийняла законопроєкт № 4197-д у першому читанні за основу. Відповідно до Постанови Верховної Ради України від 07.02.2023 № 2911-ІХ законопроєкт № 4197-д включений до Порядку денного дев’ятої сесії Верховної Ради України дев’ятого скликання.
Як повідомляє Держлісагентство, наразі у Верховній Раді України відбувається підготовка Закону України «Про ринок деревини» №4197-д для розгляду у другому читанні.
Створена робоча група під головуванням народного депутата України Кицака Богдана Вікторовича. Представника Держлісагентства включено до складу зазначеної групи.
Одночасно на запити профільного комітету Верховної Ради України Держлісагентство листами: №0405/617-24, від 05.02.2024; №0405/1260-24, від 07.03.2024; та №0416/1879-24, від 09.04.2024 надало відповідні пропозиції до зазначеного проекту Закону.
