2.1.2.3. Improvements have been made to the mechanism by which the High Qualification Commission of Judges of Ukraine conducts procedures of evaluation of qualifications of judges and competitive selection procedures in order to avoid unjustified delays
Problem solving:
2.1.2. Procedures for qualification evaluation of judges and competitive selection procedures need to be improved and clear and predictable criteria (indicators) of integrity and professional ethics should be developed. Integrity and professional ethics as standard requirements for judges are not sufficiently implemented in practice, and the evaluation of conformity to these requirements is not always transparent and predictable

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

У 2 кварталі 2026 року Державна судова адміністрація України повідомила:
"Наказом ДСА України від 30.04.2025 № 178 затверджено нову Концепцію побудови Єдиної судової інформаційно-комунікаційної системи.
ДСА України укладено Договір між ДСА України та Проєктом ЄС "Право-Justice" про прийняття технічних вимог та тендерної документації до модуля, зокрема, Суддівське досьє (Договір від 11.11.2025 № PR PJ-2024 C.2.4.1-01). Наразі ДСА України вживаються відповідні заходи для проведення процедури закупівлі на розроблення модуля Суддівське досьє.
Додатково інформуємо, що також отримано пропозицію від Проєкту Шведського агентства міжнародного розвитку (SIDA) "Зміцнення Європейського виміру української державної служби у сферах законотворчості, правосуддя та публічних фінансів" щодо фінансування ЄСІКС.
Секретаріатом Кабінету Міністрів України проведено реєстрацію проєкту "Зміцнення європейського виміру української державної служби у сферах законотворчості, правосуддя та публічних фінансів" (реєстраційна картка проєкту (програми) № 6287).
Додатково інформуємо, що ДСА України в рамках Проєкту ЄС «Право-Justice III», Підтримка реформ та цифровізації сектору юстиції в Україні (ПРАВО-JUSTICE IIІ) отримано програмний продукт "Модуль інформаційного обміну".
З огляду на те, що програмне забезпечення та технічне устаткування, необхідні для забезпечення формування і ведення суддівського досьє (досьє кандидата на посаду судді) в електронній формі у Єдиній судовій інформаційно-телекомунікаційній системі, не було розроблено та запроваджено, вимушені констатувати, що захід не виконано.
