2.6.4.1.1.
Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine on the procedure for managing the digital automated system for maintaining a record of apartments of military personnel, which provides for:
1) designating the agency responsible for administering the automated system for maintaining a record of the progress of the housing waiting list;
2) implementation of automated progress of the housing waiting list and public access to the housing waiting list; implementation of the automated calculation of the housing floor area;
3) creating a register of military personnel who received housing.
Measure status:
The measure is aimed at achieving ESR:
2.6.4.1. The existing housing waiting list for military personnel has been audited; a fully automated system for managing housing waiting lists is in place, which ensures that military personnel are provided with housing transparently and in accordance with their place in the waiting list

За інформацією Міноборони: "Розробка відповідальних нормативних документів Кабінету Міністрів України доцільна при реалізації загальнодержавних програм, дія яких поширюється на всі центральні органи законодавчої влади. Крім цього, при здійсненні правового регулювання та цифрової системи квартирного обліку, потрібно дотримуватись логічної послідовності, а саме: безпосереднє розроблення програмного продукту, а після цього здійснювати розробку документа, який регулюватиме його діяльність, а не навпаки, як це передбачено ДАП".
Оскільки Міноборони не здійснювалось розроблення та подання Кабінетові Міністрів України проекту постанови про порядок управління цифровою автоматизованою системою квартирного обліку військовослужбовців, відповідний захід є невиконаним.
Водночас, НАЗК розроблено проект постанови КМУ щодо внесення змін до Державної антикорупційної програми на 2023 - 2025 роки, який наразі перебуває на стадії погодження та передбачатиме зміни в частині змісту виконання цього заходу.
