2.6.4.2.3. Submission of the draft regulation of Cabinet of Ministers of Ukraine on approval of the concept, indicated in subclause 2.6.4.2.1, and its concomitance

The measure is aimed at achieving ESR:
2.6.4.2. A new mechanism was introduced to meet the housing needs of servicemen: state mortgage and leasing programs are used; monetary compensation is applied; housing is built with the involvement of external credit funds; a list of unfinished construction projects that have been reconstructed for housing needs has been determined; the Housing Code of Ukraine has been repealed

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

Progress/Result of implementation:
1. Відповідно до інформації, що надана головним виконавцем за IV квартал 2025 року:
Листом Міністерства оборони України від 16.12.2025 № 220/22046 перед Прем'єр-міністром України порушено питання щодо встановлення терміну внесення проєкту розпорядження про затвердження Концепції на розгляд Уряду у тримісячний строк після прийняття Верховною Радою України Закону України "Про основні засади житлової політики".
Станом на 31.12.2025 згідно з резолюцієй Прем'єр-міністра України від 23.12.2024 № 41442/1/1-25 порушене питання спільно опрацьовується Міністерством оборони України, Міністерством розвитку громад та територій України та Національним агентством з питань запобігання корупції.
2. Оскільки показником виконання заходу є прийняття розпорядження Кабінету Міністрів України, вимушені констатувати, що захід не виконано.
