The measure is aimed at achieving ESR:
2.6.4.2. A new mechanism was introduced to meet the housing needs of servicemen: state mortgage and leasing programs are used; monetary compensation is applied; housing is built with the involvement of external credit funds; a list of unfinished construction projects that have been reconstructed for housing needs has been determined; the Housing Code of Ukraine has been repealed

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.
Implementing status
Progress/Result of implementation:
1. На виконання заходу, передбаченого п. 2.6.4.2.3 Державної антикорупційної програми на 2023-2025 роки, Міністерством оборони України повідомлено, що листом № 220/3620 від 14.03.2026 доопрацьований проєкт Концепції винесено на розгляд Кабінету Міністрів України.
2. Відповідно до Додатку 2 Програми показником виконання цього заходу є «розпорядження Кабінету Міністрів України прийнято».
3. Відповідно до Додатку 2 Програми строк виконання цього заходу визначений як 01.11.2023 (дата початку виконання) – 31.10.2024 (дата завершення виконання).
4. З огляду на інформацію, що міститься у пп. 1 – 3, за результатами моніторингу за I квартал 2026 року заходу 2.6.4.2.3 Програми присвоєно статус «виконано невчасно та частково».
