The measure is aimed at achieving ESR:
2.7.1.6. Clear rules and procedures have been established for identifying and resolving conflicts of interest of members of working and expert groups (primarily those that support the procurement of medical products at the expense of the state budget and determine the lists of products to be procured), and their strict observance in practice is ensured

Patients and doctors do not receive medications and medical devices in a timely manner and in full, in particular due to the incomplete transition to the new system of organization and control of medical procurement, and the incomplete regulation of the processes of identifying the needs for and accounting of medications

На виконання заходу передбаченого п.2.7.1.6.2. Державної антикорупційної програми на 2023-2025 роки, Міністерством охорони здоров'я повідомлено, що "за результатами громадського обговорення зауважень та пропозицій до аналітичного звіту щодо випадків конфлікту інтересів членів консультативних, допоміжних та інших дорадчих органів при МОЗ, не надходило. Звіт за результатами громадського обговорення опубліковано на офіційному вебсайті МОЗ в розділі "Громадське обговорення".
Разом із тим, констатувати повне виконання вказаного заходу не видається за можливе, адже не було проведено публічного громадського обговорення аналітичного звіту. Для виконання заходу необхідно провести обговорення аналітичного звіту у форматі публічної дискусії із запрошенням до участі у ньому заінтересованих органів влади, неурядових організацій та міжнародних організацій, які працюють над питанням запобігання корупції та мінімізації ризиків у діяльності Міністерства. Відтак, захід є таким, що виконаний частково.
