2.7.5.2.4. Improving the information system of the National Agency for Higher Education Quality Assurance, particularly in matters of expanding the list of details entered into the information system by its users (including by members of specialized academic councils, students pursuing an academic degree, applicants in matters of awarding and annulment of academic degrees)

The measure is aimed at achieving ESR:
2.7.5.2. The preparation of qualification papers, including theses, is carried out independently and responsibly, manifestations of academic dishonesty are not tolerated, and effective ways to prevent and stop them have been developed

2.7.5. Corruption risks are present when it comes to access to educational institutions and the educational process. The awarding of academic degrees and academic titles often happens with significant use of corrupt practices and other forms of dishonesty

Міністерством освіти і науки України не було повідомлено про здійснення кроків для удосконалення інформаційної системи Національного агентства із забезпечення якості вищої освіти, зокрема щодо розширення переліку відомостей, що вносяться до інформаційної системи, її користувачів (у тому числі членами спеціалізованих вчених рад, здобувачами наукового ступеня, заявниками у сфері присудження та позбавлення наукових ступенів). З огляду на це, у рамках щоквартального моніторингу за I квартал поточного року (січень-березень 2024 року) вимушені констатувати, що виконання заходу не було розпочато.
Натомість Міністерство освіти і науки України повідомило: "Проєктом постанови Кабінету Міністрів України «Про внесення змін до Державної антикорупційної програми на 2023–2025 роки», надісланим листом Національного агентства з питань запобігання корупції від 08.12.2023 № 10-05/30511-23 (вх. від 11.12.2023 № 44684/0/1-23) пункт пропонується виключити". Варто зауважити, що у проектом постанови Кабінету Міністрів України «Про внесення змін до Державної антикорупційної програми на 2023–2025 роки» не пропонується виключити захід 2.7.5.2.4, водночас передбачається внесення змін у частині зміни головного виконавця з МОН на НАЗЯВО.
