2.5.3.2.1. Drafting and submitting to the Cabinet of Ministers of Ukraine a draft law aimed at improving the operations of construction financing funds, which provides for the use of two methods of financial control of the developer — based on the schedule of housing construction and based on the proper spending of funds (funds should be advanced to the developer in accordance with the construction stages, and the developer should be financed by scanning transactions through the developer’s bank account)

In order to protect investors’ rights, the procedures for investing and financing the construction of housing projects using private funds raised from individuals and legal entities have been improved by introducing clear mechanisms to ensure that funds are kept safe and used for their intended purpose

За інформацією Мініфраструктури: "Окремі питання діяльності фондів фінансування будівництва щодо гарантування захисту прав інвесторів врегульовано у Законі України «Про фінансово-кредитні механізми і управління майном при будівництві житла та операціях з нерухомістю», а також у підзаконних нормативно-правових актах щодо договірних відносин в сфері будівництва. Наразі вивчається питання доцільності внесення змін на рівні законів або підзаконних актів".
Інформація щодо розробки окремого проекту закону від Мінінфраструктури не надходила, таким чином захід не виконано.
Водночас, НАЗК розроблено проект постанови КМУ щодо внесення змін до Державної антикорупційної програми на 2023 - 2025 роки, який, наразі перебуває на стадії погодження та передбачатиме зміни в частині стоків виконання та співвиконавців цього заходу.
