The Cabinet of Ministers of Ukraine adopted Resolution No. 795 of July 5, 2024, “On the Implementation of the First Stage of the Pilot Project on the Introduction of the Unified State Electronic System of Permits.”
Explaining the reasons for the impossibility of implementing measure 2.2.3.4.1 in the manner and time specified by the Program, the Ministry of Economy notes that due to force majeure circumstances associated with the beginning of a full-scale invasion of the Russian Federation into Ukraine, the previous pilot project was not implemented within the specified time. The launch of the corresponding project requires a significant amount of time to perform a large amount of work: the selection of a developer contractor, the development of special software and an information and communication system, the integration of information and communication systems of other authorities and the fulfillment of the obligations of other authorities to fill the e-Permit System with information.
Monitoring results established that the measure was carried out differently, which, in addition to circumstances specified by the Ministry of Economy, was due to the legislative limitation of the validity period of pilot projects launched by the Cabinet of Ministers of Ukraine.
