The law referred to in subclause 2.2.4.2.1. has not been adopted yet.
Therefore, the implementation of subclause 2.2.4.2.2. within the meaning of the Draft Law of Ukraine On Amendments to the Law of Ukraine On Civil Service Regarding the Implementation of Unified Approaches to Remuneration of Civil Servants Based on Position Classification (Register No. 8222 of November 23, 2022) has not been started.
At the same time, the Section "Final Provisions" of the Law of Ukraine dated November 9, 2023 No. 3460-IX On the State Budget of Ukraine for 2024, developed by the Ministry of Finance of Ukraine, stipulates that in 2024, civil servants shall be remunerated on the basis of position classification. Other conceptual approaches to the remuneration of civil servants in 2024 are also defined. The decision taken by the Government to establish the terms of remuneration of civil servants in 2024 in the aforementioned Law No. 3460 is driven by the requirements of the times and reflects the position of the Ministry of Finance of Ukraine, in particular, the capacity of the State Budget of Ukraine in 2024.
In this regard, in order to comply with the Extract from the Minutes No. 96 of the meeting of the Cabinet of Ministers of Ukraine dated September 01, 2023 (No. 1-96/1/23-6/2 dated September 06, 2023) and the Minutes of the meeting chaired by the Prime Minister of Ukraine D. Shmyhal dated 31 August 2023 (No. 27606/0/1-23 dated 02 September 2023), the National Agency of Ukraine on Civil Service developed and supported the adoption of Resolution of the Cabinet of Ministers of Ukraine dated October 23, 2023 No. 1109 On Preparation for the Introduction of Remuneration Conditions for Civil Servants Based on Position Classification in 2024 (https://zakon.rada.gov.ua/laws/show/1109-2023-%D0%BF/#top).
This resolution approved the Catalogue of Typical Civil Service Positions and Criteria for Classifying Civil Service Positions and the Algorithm for Classifying Civil Service Positions under Martial Law.
