The Section "Final Provisions" of the Law of Ukraine dated November 9, 2023 No. 3460-IX On the State Budget of Ukraine for 2024, developed by the Ministry of Finance of Ukraine, stipulates that in 2024, civil servants will be remunerated based on the classification of positions. Other conceptual approaches to the remuneration of civil servants in 2024 are also defined.

In this regard, in order to comply with the Extract from the Minutes No. 96 of the meeting of the Cabinet of Ministers of Ukraine dated September 01, 2023 (No. 1-96/1/23-6/2 dated September 06, 2023) and the Minutes of the meeting chaired by the Prime Minister of Ukraine D. Shmyhal dated August 31, 2023 (No. 27606/0/1-23 dated September 02, 2023), the National Agency of Ukraine on Civil Service developed and supported the adoption of the Resolution of the Cabinet of Ministers of Ukraine dated December 29, 2023 No. 1409 named Matters of Remuneration of Civil Servants Based on the Classification of Positions in 2024.

The Resolution approves the scheme of official salaries for civil service positions, taking into account categories and levels of positions, jurisdiction and types of government agencies in 2024, as well as the list of typical civil service positions within the levels of positions.

At the same time, clause 13 of the Section "Final Provisions" of the Law of Ukraine No. 3460-IX dated November 9, 2023 stipulates that the remuneration conditions for civil servants provided for by this Law do not apply to civil servants in government agencies that have not classified civil service positions. Remuneration of such civil servants is carried out in accordance with the conditions established for 2023, with incentive payments being accrued in the maximum amount of up to 50 per cent of the official salary per month.
